There are at the moment 364 monthly-paid (permanent) staff together with approximately 171 daily-paid (temporary) staff in the Council. The Council is headed by the Municipal Secretary who is the Chief Executive Officer of the Council.

Each of the Section is headed by a Section Head who is authorised by Municipal Secretary to control over the vote of expenditures as approved in the annual Estimated of the Council. The present line-up of Council's management committee is as below :-

Public Relations Section

Role and function :-

Public Library Unit

The Library was constructed in 1984 at a cost of RM2.4 million. It provides lending, reference and internet services besides organising children activities.

  • To manage and maintain facilities for the public to read, study and refer

Public Relations Unit

Role and function :-

  • Office pool car

Parking Unit

The Sibu Urban District Council Parking Rules were approved in October 1981 and were put into force in December 1982. The Parking Unit was then immediately set up to enforce the rules. The Unit is manned by 18 office staff and 108 Parking Attendants. Annual parking fee collection is about RM2.3 million.

Role and function :-

  • Collection of vehicles parking fees

  • To implement the SMC Parking Rules

Swimming Pool Unit

Role and function :-

  • To maintain the swimming pool in order to provide swimming facilities to the public

  • To provide Lifeguarding Services to ensure a safe recreational environment for the public

Treasury Section

The Treasury Section of the Council is mainly responsible for collection of Council revenue, making payment, keeping and preparing annual accounts for inspection by Jabatan Audit, preparation of annual estimates and submit reports to various government agencies from time to time. Its working system is quite similar to that of the Divisional Treasury Office.

Role and function :-

  • Collection of revenue

  • Control of cash and keeping of proper records for revenue and expenditure

  • Payment of salaries, wages and other expenses for works and services rendered

  • Preparation of annual estimates/annual account for revenue and expenditure

  • Provision of SBBS payment counter

  • Planning, leading, coordinating and monitoring of Revenue & Expenditure Unit & Customer Service Centre Unit

Legal & Enforcement Section

Role and function :-

  • Advising on all legal matters

  • Billboards and advertisements

  • Caveating of rate defaulters' properties

  • Drafting and vetting of all legal documents

  • Updating of council legislations

  • Planning, leading, coordinating and monitoring of Enforcement Unit

Enforcement Unit

Enforcement Unit was set up on Thursday, July 01, 1982. The Enforcement Unit is staffed by 33 members under the charge of Assistant Enforcement Officer.

The main task of the Enforcement Unit is to enforce the Local Authority Ordinances 1996 and the relevant Sibu Municipal Council By-laws within the Sibu Municipal Council areas.

Role and function :-

  • Enforcement of Council's by-laws from time to time as required by the Council

  • To take joint action with Building Control Section to demolish unauthorised construction/structure

  • To take joint action with Public Health And Services Unit in enforcing Anti-Litter By-laws

  • To take joint action with Public Health And Services Unit to control hawkers especially unlicensed hawking

Rating & Valuation Section

Role and function :-

  • Allocating premise numbering

  • Collecting rental evidences of rateable holdings

  • Computing annual rateable value of all rateable holdings

  • Conducting periodical survey

  • Generating assessment bills

  • Inspection of vacant building for rebate of rates

  • Instituting legal proceedings against rate defaulters

  • Investigate applications for remission of rates

  • Issuing demand notices to rate defaulters

  • Lodging of caveats on holdings with outstanding rates

  • Proposing of road and lorong names

  • Referencing of all rateable holdings (including those built without approval plan or occupied before issue of Occupation Certificate/Permit)

Public Health & Services Section

Role and function :-

  • Planning, leading, coordinating and monitoring of Public Health & Services Unit & Human Resources Unit

  • Planning and implementation of Local Agenda 21

Public Health & Services Unit

Role and function :-

  • Administration and enforcement of Public Health Ordinance, Food Act, Market and Hawkers By-laws, Refuse and Disposal By-laws and other By-laws of Public Health significance

  • Ante/Post Mortem inspection of animals before slaughtering in Abattoir

  • Clearance of roadside and boundary drains within Municipality areas and execute desilting in priority areas

  • Control of infectious diseases, Anti-Dengue works and execution of Fogging Operation

  • Flushing and scrubbing of shophouses drains in town and sub-urban commercial areas

  • Inspection/Evaluation of FOOD and NON-FOOD premises to compliance of cleanliness and maintenance of Markets, Hawker Stances, Stalls and Abattoir

  • Licensing and control of FOOD and NON-FOOD premises e.g. Foodshops/Restaurants and Hotels/Barber Saloon, Entertainment etc

  • Licensing and control of Hawkers, Stallholders and Petty Trader

  • Maintenance and cleanliness of Public Toilets

  • Maintenance and running of Sewerage Treatment plant at Rejang Park Housing Estate

  • Maintenance of Environmental Cleanliness and general Public Health such as street sweeping, impounding of unlicensed dogs, removal of bulk refuse

  • Management of waste collection and disposal by contractors

  • Provision of desludging services for Septic Tank with service fee

  • Trimming of road verges once fortnightly

Building Control Section

This section is being entrusted by Council with the following functions and responsibilities :-

  • Building plans control and issuance of certificate of fitness for occupation for all private sector buildings and housing development within the township

  • Maintenance of Council's buildings, markets, public latrines, swimming pool, hawker stalls, etc

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary

For the due performance of duties and responsibilities, Council's Public Work Division shall enforce the relevant sections of Local Authority Ordinance, Building Ordinance, Traffic Regulations and Council's resolution from time to time.

Road, Drainage & Town Transportation Section

This section is being entrusted by Council with the following functions and responsibilities :-

  • Maintenance and improvement of town roads, drains, pedestrian works, kerbs, bridges, culverts and sewers

  • Maintenance of traffic signs, island and signals and control of traffic matters including parking spaces

  • Provision and maintenance of street lighting

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary

  • Planning, leading, coordinating and monitoring of Engineering Plan Unit, Road & Drainage Maintenance Unit, Depot/Mechanical Unit & Traffic & Town Transportation Unit

For the due performance of duties and responsibilities, Council's Public Work Division shall enforce the relevant sections of Local Authority Ordinance, Building Ordinance, Traffic Regulations and Council's resolution from time to time.

Role and function :-

  • Maintenance of traffic signs, island and signals and control of traffic matters including parking spaces

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary

Depot/Mechanical Unit

Role and function :-

  • Maintenance of Council's plant, equipment, vehicles and air-conditioners

  • Provision of technical services and assistance to other Council Sections on all technical matters

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary

Planning & Development Section

This section is being entrusted by Council with the following functions and responsibilities :-

  • Planning, design, implementation and supervision of Council's development and special expenditure projects

  • Approval of New Engineering Plan Submission and issuance of certificate of completion for new engineering works

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary

For the due performance of duties and responsibilities, Council's Public Work Division shall enforce the relevant sections of Local Authority Ordinance, Building Ordinance, Traffic Regulations and Council's resolution from time to time.

Town Beautification & Landscape Section

This section is being entrusted by Council with the following functions and responsibilities :-

  • Landscaping and town beautification including :-

    • Children playgrounds

    • Maintenance of Rejang Park Traffic Garden, Bukit Aup Jubilee Park and Teku Community Hall

    • Nursery

    • Parks

    • Tree banks

  • Any other duties as may be required by Council through relevant meetings' resolution and/or may be directed by the Municipal Secretary
